Answer:

The structure in which people are placed under each other means the following: You can only have 5 people under you (on your first level of referrals), if you sponsor more people, they "spill over" to those 5 under you. Since they also have only 5 people on THEIR first level, you can have max. 25 people on your second level. This way, on the 3rd level you can have up to 125 people, and if you are a TOP member, you earn after your 4th-level referrals, too. On your fourth level there can be max. 625 people. This structure is not filled up evenly, you can only get referrals from your direct upline. For example, there is a member who has 5 people on his 1st level, 18 on the second, 21 on the third and 45 on the fourth. You see, you are filling all the gaps you have directly under you, but in the meantime your downline gets you 3rd and 4th level referrals.
